Given these prerequisites, the organizations that move fastest in regulated AI are those that:

**Start with low-risk, high-volume internal use cases**: Back-office operations, internal knowledge retrieval, and process automation have lower compliance exposure than customer-facing decisioning — and can build organizational confidence and infrastructure concurrently.

**Choose architectures designed for governance**: RAG-based knowledge systems with citation traceability, human-in-the-loop escalation workflows, and structured decision support systems are governance-friendly by design.

**Engage compliance early as a design partner, not a gatekeeper**: The organizations that treat compliance teams as collaborators in AI design produce systems that are both more compliant and more usable.

**Build the infrastructure, not just the models**: Data governance, monitoring systems, and AI operating models are as important as the AI models themselves.

The regulated industries that are furthest ahead on AI production deployment are those that started by building infrastructure, not by chasing the most impressive demonstration.
